City councilors are elected for a fixed term and serve for an entire term. The position is generally held by the person who has obtained the most votes at the polls. The term can be for two years or more. The councilors in London were recently voted in favour of an increased number of renewable terms, to enable them to serve longer without having to face being recalled.
When electing city council members, the members elect at large, or by party group. A handful of members constitute the party group and elect one person as mayor. In many cases they have a two-term limit on their terms. At the election, they have to first win an election to get onto the governing body and then must win a second election in order to continue as mayor.
As a result of these elected officials serving consecutive terms, the number of council members increases. This creates a situation where sometimes more than one mayor is appointed for smaller districts or areas of the city. In some areas, one may serve for an entire term.
Overall, city councils often cover a wide area, depending on the size of the city. In small countries with limited political clout, city councils are few and far between. In the UK, for example, there are only five council regions, while in Northern Ireland there are twelve different councils. Even the largest cities in the UK, like London, have local governing bodies.
Each political party that holds the majority in a city council sets the agenda for meetings and proceedings, and delegates to the other members. Once a meeting has been started, all members of the governing party are expected to listen and participate. The mayor and his/her lieutenants then give oral presentations to the members. The mayor and his/her cabinet then make speeches to city residents who are present at the meeting.
Since city council meetings are typically televised, anyone who wishes to speak may do so. However, there are strict guidelines about what constitutes a suitable speech. For example, any speaker may not try to personally attack the members of the governing party. Also, a politician cannot use their title to call someone else corrupt or incompetent.
The final level of city government is the mayor’s office. The mayor serves as a representative of the council and has the power to sign all documents relating to city matters. All city laws and regulations are passed by the mayor and his/her staff through these city departments. A council member may be considered the mayor’s deputy. Elected officials who hold several offices are known as city managers.
The structure of city council systems vary significantly from one city to another. Some have one larger body, such as New York City and San Francisco, while other cities have many smaller bodies made up of elected officials who are elected for specific terms. Still others have one supreme governing board, which includes a mayor and several other city council members, with limited power to control major decisions. The makeup of most cities today is largely due to the fact that these large cities have incorporated nations with which they do not have formal ties, creating political bonds between the governing bodies of these nations.
